He wasn't shooting faster than the strobes could recycle. The reason you're not seeing all the strobes fire each time is because the frame rate of this video is slow and doesn't capture the strobes going off every time.

for the environmental shoot, why didn't you just use the SB800 on CLS? instead of a pocket wizard?
