Poverty is caused by people not investing time and effort into an area in a way designed to give people jobs. Get jobs happening and automatically you will find shops appearing, then house builders and so on. But how do you get the jobs there? Find something in the area that can be exported for money. The money coming in from outside the area kickstarts the economy and off it goes. As long as the rip-off artists and criminals are "dispensed with" money changes hands for valuables and all benefit

It is not poverty per se, but it is a political situation that resulted into poverty and violence. In fact those people suffered great poverty before that massacre happened to them. They were first impoverished before they were killed.
