As to the "sense" of the story, that is indeed the question here. It is a love song from her perspective, and his perspective can only be inferred from what he does in the video. There is a sequence of events in the story. But it is also an analysis of feelings, both romantic and passionate and there are clues in the video how the conclusion will be.

There are not as many types of emotional songs as we think. If we keep the most import category out of the discussion, the whole religious field, such songs fall in two broad categories: songs about love and songs about war (and patriotism). It has been that way since the ancient Greeks and Romans. In the French tradition, the latter 19th Century saw a flowering of both types. I would indeed recommend her song "A l'amour comme à la guerre" (natashanatou) as a good introduction to her art.

In the first apartment scene a small table is set for two with a mug of juice on the side, but he has not kept the rendezvous. In the café scene in the piazza she has ordered a pot of tea, waiting for him. Perhaps this is a bit odd. I guess that a woman may well be a bit late for a romantic meeting, but a man cannot keep a woman waiting, ever. That, of course, will change when they become an established couple.

In the "Especially for you" video the lovers are confident about each other. If one analyses "Tant que c'est toi" as a love story it must be considered to be from an early and more "romantic" phase, when there is a deep urge just to meet each other for the purpose mainly to look into one another's eyes. There are two ways of doing that. Either in the privacy of one's apartment, or in some public milieu like the one shown here: A large "piazza" with casual people all around.
