Dan Dawson's yet another awesome one-shot villain, too man this show had so many great characters didn't get enough use :(

That would be Cam Clark and like Dan Dawson; he voice acts under at least three different names (one is Jimmy Flinders I do believe. Note the joke the policeman makes in Act 3; it's a clear inside joke to the voice actor.
