any psu with or without a fan would be silent in this situation,
you need to connect the leads to the motherboard before the psu will turn on, DOH!

Most companies under-rate the psu's to be conservative. I've gotten a 300w psu to run a dual core, 3 hdd's, and 8800gt. This one can probably hit 600 plus watts in a case with great airfolw in a cool room. I have a 750w psu that has a 120mm fan that silent becaus eit intakes cool air from out side the case, so the pus stays cooler with the fan barely spinning with dual hard-drives, dual 8800gt 1gb, a q6600 @
