I can't answer the second question, but the answer to the first is yes, they did provide their own vocals. Julie Covington was the first Eva Peron on the studio version of "Evita", and it's pretty painfully obvious in other numbers that Rula is a weak singer, as they tended to multitrack her vocals. Charlotte was also a singer as well.
