She was the voice of Megan from MLP, but not the current voice of Dora her name is Bettina Bush.

Rainbow Brite is NOT an anime, it is an animation that was owned and creaed by Hallmark, you know, the ones who make the greeting cards. And given that Hallmark is an American owned company, Rinbow Brite is 100% USA Made and not anime either, it was one out of a few shows that Hallmark made back in the day.
