images have been separated in maybe PS.., rescaled and then as you say.., the camera movement ives the illusion of parallax.., but you will need something like after effects and apply the separated images onto different layers

This method of converting 2D to 3D relies on motion, in this case, a camera moving. To stop this video is to lose the 3D effect.
Where the new information in the image comes from, I don't know.
