That was a part of the weird futuristic and at the same time retro vibe they had going on. I'm not sure there is a specific answer.

One thing I think people don't get is that the original Fallout was entirely strategy whereas Fallout 3 is an RPG/semi FPS.

Fallout 1 and 2 are probably a couple of the best games concieved by the human race. And now Bethesda will have a whack at making number three. Hopefully they'll make a great game too!
