The area was and is called Falasṭīn in arabic. This is the word for the cannonites and their decendants.
Peleshet is a hebrew word discribing the people who lived in the area along the coast but not past the jordan river.
A few Roman provinces were united and called Syria-Palaestina, Palaestina often being the greek term for the southern coastal area. This was administated by a political entity under roman rule.

Israel's own declaration of independence refers to UNGA 181 as its source of legtimacy-commonly called "right to exist".

I think the answer is found in international law, of which the Arab peace proposal is based.
What organisations can sign agreements? When you have the 2 major factions in Palestine and the AL arguing for a state on the 67 boundaries you have a pretty strong consensus . The best organisation would be the Palestinian people in a referendum approving the deal. PA can then sign off the deal - this is what Hamas has said.

2. In your opinion, what organization can sign agreements on Palestine behalf and make sure that 90-95% militants (HAMAS/IJihad etc) bound by agreements?

HAMAS don't recognize Israel and don't offer peace. HAMAS only offers 'long lasting ceasefire' that may lead to... peace. I don't deny Palestinian suffering for a second. But clearly they cannot untied even under own leadership. FATAH, Islamic Jihad, HAMAS in Gaza, HAMAS in Damascus etc etc. Bunch of spiders fighting each other for power using own people suffering as currency. When FATAH talk peace HAMAS fires rocket. When HAMAS talk peace FATAH fires rocket. Outcome is the same IDF strikes.

I never said they talked of a political entity called Palestine but they identified themselves as the Palestinian people. Its this very identity and labelling that saw rise to most of Europe's states.
There was never any state called Israel before 1948!
I want to manipulate people? Why would I want to do that? I am not Jewish or Muslim or Christian, I live in Europe and have frequently said that both sides have as much right as the other to live in freedom and security on this land.
