there is a difference, but that's not it. waterspouts are typically weaker than tornadoes and the wind pattern that forms them are different, but even so they're still technically considered tornadoes. and a tornado that forms on land will be called a waterspout if it moves over water.

thats a waterspout. theres a difference....waterspouts move very slowly. and tornados move really quick. (depending on how windy it is)
