I'm reasonably sure this is raw or roughly edited footage, some or all of which appeared on local Indy TV as "Our Fair Beatles". I used to work for the guy who shot film for this. Audio probably was tapped from the crude PA system at the Fairgrounds Coloseum and synched to film.
And it's near-common knowledge around here that Ringo, in the wee hours, got an Indiana State Trooper to take him out to The Indianapolis Motor Speedway and drive him around the famed oval.

I read that Ringo stayed out all night the evening before and showed up just before the gig.
They were very tight as a band then. Was a shame that they had to play the same 30 minutes every night over screaming fans. From what I've read, it took the fun out of live performance for them.

Wow. I was just a kid in 1964. I clearly recall the Beatles on Ed Sullivan. I clearly recall begging for the money to go see A Hard Days Night at the Birmingham Theatre (in Michigan).
So this performance was the way it was in 1964. Come on people; the Beatles went across the country; it's well documented. And they eventually played at the Hollywood Bowl in California, which anyone can hear on CD.

keep in mind that they were probably booked to play the fair without knowledge of just how fucking collassally big they were. this was their first US tour, not every stop was Shea Stadium

No I'm not. The Beatles were too popular and too big to play something so small as a state fair.
They played The Ed Sullivan Show and Carnegy Hall.
