Project for a New American Century, research it, check out their site. neocons had been public about their desire to remove saddam, among other things, since '97. 17 members of PNAC made it into Bush's admin in 2000. including Cheney, Rumsfeld, Wolfowitz, 'Scooter' Libby, others. look at their paper entitled Rebuilding America's Defenses. it says that achieving their goals will be difficult "absent some catalyzing event such as a new Pearl Harbour." this paper was published September 2000.
