I don't think there is a platform in the swimming pool. All this people cannot be part of his performance. More likely in this trick it's just him. I suggestion is he is walking on stilits. He is watching his step, and he is lifting every single time his knees too high. Now person walks like this unless he is on stilits. Water and the reflection make the clear plastic stilts invisible....

It's so easy, you just do the opposite of holding your breath when you are under water you just let your breath out and you can walk on water
