you don't have to be in the act of shooting to get a penalty shot. the penalty is called like any other: the opposing team needs to gain control of the puck for play to stop...so yeah it was a good call and yeah it was an awesome save by richter.

at this time Richter was awesome. Remember the World Cup of Hockey that the USA won? He made so many amazing saves--single-handedly beat Canada in the end. Did everything until Hull's fluky high stick deflection game winner

it shouldnt of been a penalty shot.1st off Bure wasnt in the act of shooting,2nd they they let play contuine for another shot,they should of had a whistle.anyways it was a great moment for the game.Richter was awesome.
